What Was New In 2010
This year we instituted a new method of handling team competitions. Explorers were not told what the team competitions were going to be until they had started the competition. At that time they received the equivalent of dispatch information and had to determine the correct tactics/procedures to handle the situation.

Crime Scene Investigation
Hosted by the Loveland Police Department
Explorers responded to a crime scene. The explorers were expected to process the crime scene for a follow-up investigation and to carry the investigation as far as possible within the crime scene in the time allowed.

Explorers conducted a high risk vehicle stop on a vehicle whose occupants are believed to have been involved in a violent crime. There were one or more subjects in the vehicle. Explorers were expected to remove all subjects from the vehicle and ensure the vehicle is safe, using appropriate techniques for both.

Hosted by the Adams County Sheriff's Office and the Denver Police Department.

Teams were provided with documents related to a simulated recent homicide. Teams were expected to conduct a follow-up investigation on the homicide, including suspect interviews and develope a suspect. Teams were expected to obtain a search or arrest warrant for the suspect. After executing the warrant (which was judged seperately as the High Risk Entry competition), explorers were expected to obtain additional evidence and complete a case filing for prosecution.

Teams were expected to conduct a dynamic entry on a known dangerous felon with an outstanding warrant. Teams had to plan and execute a coordinated movement against a non barricaded location, conduct a search, secure all persons present and identify and arrest the wanted party.
This competition was incorporated into the story-line for the Continuing Investigation competition, but was judged seperately.

Night Time Tactical - Exhibition
Hosted by the Aurora Police Department
Explorers put together an ad-hoc team to conduct a tactical raid. This year the event involved a tubular assault of a school bus with both suspects and hostages inside. This event was not scored for competition purposes.
Special mention is awarded to the Natrona County Sheriff's Office for their unorthadox but effective approach to this challenge. As a result, the event organizers were forced to establish (for safety purposes) what is now known as "The Natrona Rule" which prohibited use of the bus roof during assaults.

Explorers were dispatched to a 911 hang-up. Upon arrival they discovered the apartment door had been forced open. Explorers were expected to conduct a tactical search of the apartment, identify a suspect and a victim, take the suspect into custody, rescue the victim and complete a preliminary investigation, identifying the crimes which were occurring inside.

The team wrote a report based on the Domestic Violence scenario. One face sheet was be completed for each team. Each team member was be required to complete a narrative report. Each member’s individual report should have covered the basic facts of the incident as discovered during the investigation. The individual reports should also have explained the action taken by the writer of that report. If the team felt it was necessary a property report could also be completed.

Warrant/High Risk Entry

Teams were expected to conduct a dynamic entry on a known dangerous felon with an outstanding warrant. Teams had to plan and execute a coordinated movement against a non barricaded location, conduct a search, secure all persons present and identify and arrest the wanted party.
Judges considered planning, communication, movement and general officer safety rules. Teams had the option to give the judges the details of their plan at the start of the competition, to and request additional equipment as part of their plan.

Explorers responded to a reported bomb threat at a local University. Teams were expected to determine the most appropriate response based upon information obtained. Explorer teams considered the actual threat, potential risks to victims, and potential hazards to surrounding areas / buildings.

Each explorer was faced with a series of interactive video scenarios. Explorers were expected to use verbal and tactical skills to address each situation. Explorers had to make decisions on how to gain control of each situation, defuse the situation where necessary and whether or not to use lethal force.

Night Time Tactical

Teams were challenged to develop and implement a response to a tactical situation. Teams were given a scenario and asked to spend a few minutes to prepare a response. Teams were judged on basic officer safety, teamwork, and communication and planning.
The tactical exercise is not part of the team competitions, so each post could field as many teams as they desired. Teams consisted of 5 to 10 members from one post or combined posts. This exercise involved live fire situations with the use of Airsoft pistols and shields. All equipment was supplied.
This event was an exhibition event with no medals awarded in 2008.
